Embode is seeking to engage a Philippines-based National Consultant for Capacity Development Needs Assessment for the Protection of Child Rights in the Justice System. The position is home-based.

About the project

Embode has been commissioned by ASEAN-AUSTRALIA Counter Trafficking programme (ASEAN ACT) to undertake a child development needs assessment for the protection of child rights in the Justice Systems in seven countries i.e. Cambodia, Indonesia, Laos PDR, Myanmar, Philippines, Thailand and Viet Nam as well as at a regional ASEAN level. The assignment is expected to run from January 2021 to June 2021.

The role  

The main focus of this assignment will be to lead a capacity needs assessment of child protection duty bearers in the justice sector in the Philippines. The assessment seeks to understand how children are currently treated by the justice system in order to determine and design support for the justice sector and related agencies. The findings of the assessment will then be used to develop a capacity strengthening plan for targeted justice sector and relevant institutions working with children and counter trafficking. The requirements from the consultants are as follows:

Responsibilities

The National Consultant will be responsible for the timely completion of the following tasks and assignment-related deliverables:

Pre-project phase:

• Desk review of research materials and inception report;
• Regional and national work plan and implementation;
• Research tools and sampling framework, including design, development, translation, consent, survey and referral protocols;
• Stakeholder identification and shortlisting.

Project phase:

• Project implementation
• Liaising with Regional Coordinator and team;
• Setting up and conducting stakeholder consultations;
• Ensuring timely completion of all deadlines.

Post-project phase

• Collating and analysing survey data;
• Compiling the final report with feedback incorporated;
• Facilitating a National Validation Workshop;
• Contributing to the capacity strengthening plan for the justice sector and other relevant institutions.

Educational and technical qualifications

• Graduate qualifications in law, development and gender studies, human rights, social work or other related field;
• Technical background and experience in the field of development, social research, child protection, particularly in local, country context etc.;
• Experience liaising with national level government authorities and community organisations.

Competencies

• Fluency in English and Tagalog, both written and spoken is a must and in other languages spoken in the Philippines will be an advantage;
• Demonstrable knowledge and evidence working on trafficking of children;
• Strong leadership qualities;
• Extensive knowledge of and experience in carrying out field research, such as interviews and focus group discussions, particularly with vulnerable groups;
• Experience in applying a gender lens to data collection and analysis;
• Proven ability to draft research reports to a publication standard;
• Excellent interpersonal skills – ability to work collaboratively, lead a team with people from diverse backgrounds as well as contribute as a team member;
• Strong problem-solving skills and ability to find innovative solutions;
• Ability to multi-task and work under pressure, as well as deliver to tight timeframes;
• Prompt responsiveness to communications;
• Strong networks with grass root agencies working with trafficked children.
